Support ARM64

Is your feature request related to a problem? Please describe.
Most major cloud providers (including, Google, AWS and Azure) now offer ARM64 instances (e.g https://learn.microsoft.com/en-us/azure/aks/use-arm64-vms). Currently, SWA CLI does not support ARM and cannot run on these instances.

Why isn't this supported? This is quite frustrating to setup a DevOps agent and try to deploy a SWA just to find out it's not supported and no where is it documented that there are limitations related to ARM64 in the docs. How can MSFT consider this a complete feature if they aren't supporting all of the processor architectures that their agents support?
