network-3 inconsistency

There is an inconsistency in the dependencies.

  if flag(network-uri)
     build-depends:    network     >  2.6 && < 2.9 || >= 3.0.0 && < 3.2,
                       network-bsd >= 2.8.1 && < 2.9,

network-bsd >= 2.8.1 requires network >= 3, so there's no way you can allow at the same time network > 2.6 && < 2.9. There was a revision.

hmm. I didn't mean to drop network 2.x support. But I guess we did. Since happstack-server builds fine with network 3.x all the way back to GHC 8.0 I guess the sensible choice is to officially drop network 2.x, rather than try to fix the code to restore network 2.x.
