[Bug] v4.4.198 critical bugs: Language tab fails (ko-KR UI broken) and Program Display List feature error

Describe the bug

I have encountered multiple bugs after a clean installation of Open-Shell v4.4.198 via Revo Uninstaller on Windows 11.

1. Language & Directory Bug:
   The UI completely fails to display in Korean and stays stuck in English. Selecting 'ko-KR - 한국어(대한민국)' in the Language tab has absolutely no effect. Furthermore, the 'Languages' folder is entirely missing from the installation path (C:\Program Files\Open-Shell).

2. Program List Feature Bug:
   The 'Frequent programs' and 'Recent programs' display lists are completely broken. The menu area remains totally empty and does not track or show shortcuts automatically, despite the options being fully enabled and the limit correctly set (Max recent programs = 10).

Please inspect the packaging and internal layout for v4.4.198 to fix these data link errors with Windows 11.

2. Open settings and select Korean language.
3. Check the empty frequent/recent program list.
4. Language remains in English and list is empty.

Language & Directory Bug

I'm sorry but we don't really support localizations at the moment.
Only start menu should be (partially) localized.

The 'Frequent programs' and 'Recent programs' display lists are completely broken.

For Frequent programs you need to have Windows setting that tracks them enabled.

Recent programs should be tracked by Open-Shell itself. Try to start some items from start menu and they should appear in recent list.
