Fix the release process

The hedera-enterprise repo has defined a full release workflow for Java projects, including upload to Maven Central and GitHub. The process that is used by hedera-enterprise should be used by all Java libraries of Open Elements in future. Since this repo contains the Maven plugin and the Gradle plugin for Benchscape we have artifacts that we want to release and publish to Maven Central.
