Migration to Hiero

As defined in hiero-ledger/tsc#111 we will transfer this repo to https://github.com/hiero-ledger in near future. This issue should be used to track the workflow of the migration.

• Define Committer and Maintainer list of repo
• Transfer full repo to Hiero
• Setup default Hiero repo config regarding security and best practices
• Change groupId from com.open-elements.hiero to org.hiero.enterprise
• Change base package of all modules from com.openelements.hiero to org.hiero.enterprise
• Update jreleaser.toml
• Do a new release of the project
