The failing step ran:

Root cause: runner/toolchain setup flake from inconsistent .NET workload advertising manifests on the runner. The job never reached a SpacetimeDB C# test failure; sccache --show-stats later showed zero compile requests.

Duplicate analysis: #5260 is the close public duplicate candidate. It is the same failure family: .NET workload setup fails because a Microsoft.NET.Workload.Emscripten.* manifest version is lower than the version required by the corresponding microsoft.net.workload.mono.toolchain.* manifest. The exact SDK band and OS differ (10.0.100 Linux here vs 8.0.100 Windows there), but the mechanism is the same manifest-version skew. #1465 is only broadly related to wasi-experimental; it is about snap-installed .NET and a read-only filesystem, not this manifest dependency mismatch.
