Downloads page is blank

I am getting a blank Downloads page:

When clicked (navigated) from main page it looks like this:

and when I press "reload" button in the browser it is even worse:

The blank page also happens on /contribute and /contact

The social links dropdown, language dropdown and theme switcher are also not working
