Is it possible to preload list data in memory and build a filter to check if the value form incoming header request matches?

I need to get a specific header from incoming request and match its value against of a list of values. This list can be up to 1kk registers.

Is it possible to preload that list data in memory and build a filter to check if the value form incoming header request matches?

I tried that with lua, rust filters but always there's a pitfall of performance.
