Add Deprecation Notice

Add a deprecation notice on top of the documentation page for members decorated with the [ObsoleteAttribute](https://docs.microsoft.com/dotnet/api/system.obsoleteattribute). If the configuration to break compilation, then use an error banner; otherwise use a warning banner.
