Description

Prepare the Azure CLI release branch for the Cosmos DB 2026-07-15 stable ARM API by pinning the official Python SDK produced by the specification PR's successful SDK Validation gate in all four required dependency files.

This PR is intentionally SDK-version-only. Selected feature changes are delivered as separate PRs into this branch, following the same version-base plus feature-integration topology as the API specification release.

The exact gate wheel installs as 10.1.0, defaults to API 2026-07-15, and serializes the selected PPAF, backup retention lock, and throughput bucket properties. This pre-merge client validation input comes directly from the specification PR gate; it does not require ARM approval, specification merge, SDK service generation, or package publication.
