feat(openspec): platform requests from the dossiq competitor analysis

Summary

Twelve OpenSpec changes for the OpenRegister findings of the dossiq competitor analysis, round 2 (concurrentie-analyse/procest/_round2/compare/: Tier B rows B01, B02, B05, B06, B13, B14, B15 query half, B17, B22 store half, and placement section 3 needs A02, A05, A13). Decision D10: these changes are asked for now. Decision D13: identifiers are English. Proposals only; no code.

Each change has a proposal (which dossiq page needs it, the competitor evidence path, which fleet apps benefit), a design (service, leaf, schema property or endpoint touched, and whether the consuming app ships config or code), tasks, and a spec delta against the capability that owns it. Every requirement has Given/When/Then scenarios with an @e2e exclude reason naming the test the tasks add.
