Why

Maintains a bounded, point-in-time commercial/product gap baseline without turning a static document into merge-control truth.

Current ownership-truth repair

Fresh active-owner reads on 2026-08-28 made predecessor 817c44ea14076eedbab1b882797e40ec40bfecff stale: dependency-first PR #134 now explicitly owns the workflow-specific Job grade design-review interaction under #53#130, but the baseline still listed Job-grade interaction as unowned. That stale buyer-planning truth could trigger a competing same-scope UI writer.

Current exact head c171601b0d702654484b99585ac0eefe02799b59 repairs that ownership statement only. The baseline now:

This is a live-state documentation defect, so the repository baseline itself defines the operational regression: refetch the active PR graph and reject stale owner-lane copy before acting rather than hard-coding volatile GitHub state into an executable test.

Fresh live base remains develop@9e3e4847510e1e612b48474ba42b177b8ed824df.

Exact-current-head evidence

All predecessor results were discarded after the documentation head changed. Fresh exact-head workflows on c171601b0d702654484b99585ac0eefe02799b59 are now terminal GREEN:

Merge-governance truth

Effective organization ruleset 18156473 is active on ~DEFAULT_BRANCH. Fresh live settings require one approving review, dismiss stale reviews on push, do not require last-push approval, require review-thread resolution and the central workflow set, prohibit deletion/non-fast-forward, and expose routine OrganizationAdmin always bypass. Issue #89 owns the stricter commercial-control gap.

Orgmetra acquisition-grade acceptance remains at least two qualifying independent non-author approvals, approval after the last push, every applicable exact-current-head local/central gate terminal GREEN, resolved conversations, and no routine administrator bypass.

Do not transfer predecessor evidence, self-approve, race another lifecycle writer, weaken/simulate protection, create a duplicate shared protected-read/document-retrieval/export/Job-grade interaction writer, create a parallel release writer, use routine administrator bypass, or use this document as control-plane truth.
