chore(codeowners): give FFE sole ownership of product paths

Description

Make FFE the sole owner of dedicated Feature Flags and OpenFeature product paths.

Motivation

Route review and test attribution for dedicated FFE product work to the FFE SDK team.

Changes

Remove product co-owners and add tracer/ffe.c and tracer/ffe.h.

Decisions

Keep the shared libdatadog submodule and shared tracer infrastructure co-owned.

Additional Notes

Validated effective ownership of 35 dedicated FFE paths and checked all 74,331 tracked files for unintended ownership changes; none found. git diff --check passed.
