What does this PR do? What is the motivation?

Addresses DOCS-15368

  • Update the "Create a cost monitor" section to list all five monitor types (Cost Changes, Cost Anomalies, Cost Threshold, Cost Forecast, Budget) instead of the outdated two
  • Link to the Cloud Cost Monitors page for details on each type
  • Flag the associated screenshot for recapture, since it still shows only the old two-option selector
