Check the general questionnaire expiration on the response route - #15689

Enforcement lived only in the delete sweep on the questionnaire list view. The response route now applies the same comparison, so an expired questionnaire is not answerable before that sweep runs.

Hardening / consistency improvement to questionnaire lifetime handling. The general questionnaire response route now checks the questionnaire's own expiration where the link is used, instead of relying on the cleanup that runs elsewhere. Adds a regression test.
No functional change for a questionnaire that is still open.
