fix(MOB-225): make native deploy outcomes honest

Summary

• infer the native platform from a selected device
• fail loudly when a requested native build cannot run
• write Android local.properties from the detected SDK before building
• inject installer execution so skip and failure outcomes are covered

Verification

• 2,479 tests passed, including 10 doctests
• format, Credo, warnings-as-errors compile, and erlfmt passed
• physical Moto G Power native build, install, OTP push, restart, process, and BEAM boot verified
