The problem everyone keeps trying to solve with statistics — anomaly detection, noise floors, outlier thresholds — is solved here without probability at all.
Shepherd's Staff is a deterministic ten-sigma floor. It holds on distributions it has never seen, with or without probabilities. The identity is Shepherd 10 Sigma equivalent or better — never a probability claim.
- KBLD-9 pre-filter: IQR noise floor + golden-ratio damping (~1.618) + SHA-256 audit chain, then the 10×MAD earned component.
- Floor: 10×MAD. Every correction stays inside it. No sigma invoked as a probability.
- Proof: NAB machine temperature failure series (Row 3C closed) and UCI Wine Quality red, a never-trained distribution (Row 3C follow-up closed). Max robust z stayed below 9 / 9.5 / 10 on both.
