As discussed during the 3D TSG call for Aug 19 2026, the commenting and activation annotations are more appropriately placed in the annotations property of the Scene resource. They are currently win the annotations property of the Manifest.
THis sentence appears in the Presentation 3 Spec:
The Manifest may have an annotations property, which includes Annotation Page resources where the Annotations have the Manifest as their target
