Remove GitHub environment requirement from releases

Summary

• remove the incorrect dependency on a GitHub release environment
• retain CurseForge client | server environment metadata and the CurseForge-only alpha/beta/release selector
• add a single confirmation checkbox instead of requiring repeated version or tag text
• evaluate confirmation after the immutable build and before tag creation or any Maven, CurseForge, or GitHub publication

The failed 4.0.8.110021 run created no tag and published nothing.
