Summary

Updates Forge 1.13.2 to OreSpawn 4.0.8.113021.

• preserves all eight long ore/fluid host, tag and biome-list values when an editor is reopened and saved;
• moves the branch to the shared ForgeGradle 7 / Gradle 9.6.1 reproducible build and release setup while retaining Java 8 bytecode and SRG-reobfuscated Forge 25 artifacts;
• fixes the Eclipse-only LWJGL 2/3 sealed-package collision and keeps the bundled guide available after Buildship refreshes;
• makes the surface and Eclipse verification gates work from clean Windows and Linux checkouts;
• updates the changelog, version policy, README badges and target documentation.

4.0.7 remains the 1.12.2-only packaged-runtime repair, so this branch moves from 4.0.6 to the shared 4.0.8 fix. There are no API, schema, provider-format, migration, or world-generation behavior changes.

Validation

• 123 tests across 31 suites;
• fresh/reload surface, flowing-fluid and Mineralogy migration/oracle gates;
• packaged Forge 25 client world/editor round trip and server reload;
• Eclipse runClient reaches the 1.13.2 menu on LWJGL 3.1.6 with clean logs;
• deterministic main, sources and Javadoc artifacts audited as Java 8 with no fixture leakage;
• hosted CI, wrapper validation and CodeQL all green at ce3ed2a.

The gameplay/UI candidate was manually tested by the maintainer; the subsequent commits are confined to hosted CI and clean-checkout build portability.
