Allows selected harness adapters to co-own a canonical target path when and only when they render identical bytes. Each adapter retains an independent lock; install requires proven existing ownership, removal preserves files still owned by another adapter, and updates fail if owners would diverge. This lets native .agents/skills consumers coexist without renaming skills or weakening collision checks.\n\nValidation:\n- go test ./core/harness ./core/app\n- scripts/validate_go_core.sh --quick
