Stamp compiler, CLI and controller to 0.9.6-dev. gds-v0.9.5 remains a source tag without bundle assets; 0.9.6 is the next published sequence.

Stamp the public engine to
0.9.6-dev.gds-v0.9.5remains a source tag whose GitHub Release has no bundle assets. After this lands on greenmain, taggds-v0.9.6and dispatchgds-release-bundleas canary sequence 62 (after published 0.9.4 sequence 61). This cut does not invent a harness-evidence signer, so it does not claim stable/frozen.Does not touch Almaty or other product repositories.
