Update to get the validation working again.
NHSE Github admins are wanting all repos to be "internal" as default, and "public" only if needed. The decision on whether it should be public is being made by the admins themselves.
With the validation service being an "internal" repo, the validation action will not work unless this repo is set to "internal" or "private"
