feat(sandbox): add delegated access tokens

Summary

• Add delegated sandbox token lifecycle methods and a separate token authenticated sandbox handle.
• Document the flow and bump the NuGet package and default user agent to 0.1.3.

Verification

• Diff checks and package version inspection passed. The .NET CLI was unavailable locally, so the test suite has not been run here.
