feat(sandbox): add delegated access tokens

Summary

• Add delegated sandbox token create, inspect, rotate, and disable methods.
• Add a separate sandbox handle that uses the delegated token without changing the owner handle.
• Document the flow and bump the Python package to 0.2.0.

Verification

• 19 Python tests passed.
