Expand OfflineTides Alpha to nine platforms

Summary

Updates the four existing OfflineTides 1.0.2.0 Alpha entries to the definitive Open-Source Cloudsmith candidate and adds five qualified targets:

• Debian 12 ARM64
• Flatpak 25.08 x86_64
• Flatpak 25.08 aarch64
• Windows x86 / wxWidgets 3.2
• macOS ARM64 / wxWidgets 3.2

The existing Debian 12/13 and Ubuntu 22.04/24.04 entries are retained and now use the same immutable candidate version. The Ubuntu 24.04 metadata filename is normalized to include gtk3.

Qualification

• Exact public source commit: 2483ab116a983085e5dfcef47334ca1277f4e916.
• CircleCI pipeline 22: all nine native build/package jobs passed.
• All nine metadata files pass ocpn-plugins.xsd validation.
• Flatpak targets use the schema-defined flatpak-x86_64-wx32 and flatpak-aarch64-wx32 ABI identifiers.
• All nine anonymous Cloudsmith URLs were downloaded and compared byte-for-byte with retained CircleCI artifacts.
• Checksums, API 1.21/source identity and no-embedded-data archive gates passed.
• Linux native CTest suites passed. Windows and Flatpak are build/package-qualified; this does not claim GUI runtime qualification.

The authenticated global .xtdt data archive remains separate from the small platform plugin packages.
