init and analyze must run the same version. Dependabot proposed them as separate PRs, and each failed with a configuration version mismatch. Moved together here.
Stops Dependabot splitting init, analyze and upload-sarif into separate PRs that cannot pass alone.

Supersedes #141 and #138. The init and analyze actions must run the same version, so the two single-action Dependabot PRs each failed with a configuration version mismatch. This moves both to v4.38.0, matching upload-sarif already merged in #140. A second commit groups the codeql-action updates in Dependabot so they arrive together.
