Date-stamp the citation counts and give them a script that can retake them - #175

… them reports/us-hank-open-source.html said its counts 'use canonical OpenAlex records' and the GitHub API, but nothing recorded when they were taken and no script existed to retake them — so a reader could not tell a current number from a stale one, and two had drifted: Kaplan–Moll–Violante 1,359 against a live 1,377, and Sequence-Space Jacobian 245 against 248 (stars 351 against 353). Refreshed against the live records, stamped with the retrieval date, and reproducible with reports/fetch_hank_counts.py. Not wired into CI on purpose: a citation count is not a build-breaking fact and an external API should not be able to fail a site build. The checker refuses to skip a row it cannot locate — silently checking three of five rows would be the same defect in a new place. Co-Authored-By: Claude Opus 5 (1M context) <noreply@anthropic.com>
