Integrate the exact read-only-reconciled R3 branch for Riverbraid/.github into main.

  • Base: main @ f1728005ff06752b71713f2cca8b1582ef82447f
  • Head: r3/public-routing-boundary @ 106675519cd2f7665a0bdc1a0d3df9041ed92ac0
  • Set003 sequence: 5
  • S11 reconciliation: PASS_R3_BRANCH_SET_READY_FOR_SEPARATE_PR_REVIEW

This PR uses the exact S11-selected R3 branch r3/public-routing-boundary at 106675519cd2f7665a0bdc1a0d3df9041ed92ac0 for Set003 sequence 5.

Set003 operation classes: REPLACE_PATH=1.

P2 Badge Reconcile the active lifecycle label with parked metadata

When consumers compare this public routing page with the repository's machine-readable state, the new ACTIVE_ARCHITECTURAL_SURFACE label contradicts repo.role.json, which still declares status: "parked" and active_behavior_claimed: false; verify-parked.cjs also explicitly enforces the parked status. This leaves the public and automated lifecycle classifications mutually inconsistent, so either the metadata and verifier must be updated as part of this transition or the profile must retain a parked lifecycle label.
