  • Normalize effort options into a consistent weakest-to-strongest ladder.
  • Apply ordering across ACP probes and OpenCode capability detection.
  • Preserve unknown provider-specific levels after canonical options.
  • Add coverage for aliases, unknown levels, ordering, and immutability.

- Sort ACP and OpenCode effort levels from weakest to strongest
- Preserve unknown effort levels in discovery order
- Centralize effort ranking and aliases with coverage tests
- Update Qoder capability expectations
