ST6RI-960 SysML 2.1 Ballot #3 - Library Models

This PR implements resolutions for issues that were approved on SysML 2.1 RTF Ballot 3 related to model libraries.

Changes

• SYSML21-19 Some library model attribute definitions and usages have composite features
  • While this is categorized as a model library issue, the approved resolution is to make attribute definition and usages features referential as part of the parsing process, regardless of the inclusion of the keyword ref. This is implemented by updating UsageAdapter.postProcess.
• SYSML21-327 AssignmentAction parameters get reordered
  • The resolution to this issue was mostly implemented in PR ST6RI 877 Parameter and end features are computed incorrectly / ST6RI-878 Problems with parameters in TransitionPerformances and Actions models (KERML11-79, SYSML21-327) #683, except for a document comment, which is added in the present PR.

No Changes

The resolutions for the following issues had been previous implemented, and no changes needed to be made for them in this PR.

• SYSML21-318 Diamond inheritance problem with TradeStudy
  • Implemented in PR ST6RI-869 Diamond inheritance problem in TradeStudy model (SYSML21-318) #676.
• SYSML21-322 Library models have inherited member name collisions
  • Implemented in PR ST6RI-872 Library models have inherited member name collisions (KERML11-76, SYSML21-322) #679.
• SYSML21-324 Flows::messages and Flows::flows subset each other
  • Implemented in PR ST6RI-874 Features subset each other in Transfers and Flows library models (KERML11-78, SYSML21-324) #682.
