Fleet conformance: close SAFE policy gaps — DEN-3945 (2026-09-12)

This repository had no unmerged branches left to consolidate, so the DEN-3945 sweep instead closes gaps against the fleet's own written requirements (ORESoftware/my-ai SHARED.md/AGENTS.md, ORESoftware/.github baselines). Only fixes the checklist marks SAFE — deterministic, policy-mandated, verified — are applied. Rule texts and citations: conformance/CHECKLIST.md in ORESoftware/den-3945-fleet-sweep.

Fixed in this PR

  • AGENTS-ORES-IGNORE.gitignore ignores .ores/
  • IGNORE-SCRATCH-DIRS.gitignore has directory-only tmp/ and temp/

Other gaps found — need human/product judgement (not changed)

  • AGENTS-INSTRUCTIONS-MISSING — no root AGENTS.md or agents.md; repository-specific agent instructions must be authored before the pointer block can be carried

Verification (exact head f7606d8e4de4)

  • check.sh --only AGENTS-ORES-IGNORE,IGNORE-SCRATCH-DIRS after the fix: no remaining gaps
  • git diff --check: clean
  • fix.sh verified each edit (Git ignore probes / structural YAML equality) before writing

Cross-runtime contracts remain under fail-closed TJSV admission (ORESoftware/typespec-json-schema-validator). Draft until reviewed; where this org has no GitHub Actions minutes, zero-step jobs are refusals, not passes.
