Add update and verify wrappers around the existing Locust Python proto generator so hack/verify-all.sh detects stale checked-in stubs. Document the supported regeneration command. Fixes agent-substrate#738

Fixes #738
Adds update and verify scripts for the Locust Python proto stubs so hack/verify-all.sh catches drift from the .proto sources. Updates the benchmarking documentation with the regeneration command.
