Add Agent Vesper v0.22.9

Continuous update of Agent Vesper's registry manifest.

v0.22.9 — voice silence-hallucination guard (includes v0.22.8 push-to-talk repair and v0.22.7 score-floor initiative):

• Transcription sidecar passes vad_filter=True on every call: dictations ending in silence no longer append hallucinated repeated tokens (measured: 30 s silence → 'You' unfiltered, '' filtered)
• Verification: 2,326 workspace tests / 0 failed; 23 acceptance cases; MSRV 1.88; five-target foundation; four exact-commit gates green on 342f5b1 before the immutable tag
• Public release: https://github.com/99percentgrip/agent-vesper/releases/tag/v0.22.9 (16 verified assets)

Archive URLs in agent.json point at the v0.22.9 tag; the manifest byte-matches the repo's registry/agent.json.

Updated in place to v0.21.9 on the same branch (continuous-update contract; this PR is never closed and replaced).
