This PR adds checkpoints for signet, testnet3, and testnet4 networks. This allows users to start from those when creating new wallets instead of always starting from genesis.
I also bumped the version of the kotlin-toolchain to a dev version (released Sept 17) because they have fixed an issue with the dependency resolution, allowing us to remove the jniLibs directory from the repo and the native libs we had to keep there.
