Summary

serve cached provider models immediately when the catalog cache is stale
deduplicate concurrent cold-cache and refresh requests
reuse a short-lived frontend cache when revisiting the Providers page
document the user-facing performance change in both changelog languages

Validation

make check
go build ./...
cd worker && npm test
cd frontend && npm run sync
