Added retries to the rust downloads - #2440

The rust component tarballs are downloaded with wget the same way as the protoc release asset, which failed a nightly with wget exit 8, a transient server error. Apply the same retry loop as in the protoc install script (#2426).

Before:
ci/linux-install-rust.shdownloaded each Rust component tarball (rustc, cargo, rust-std) from static.rust-lang.org with a singlewgetattempt, so any transient server error failed the whole build host setup immediately.After: each tarball download is retried up to 3 times with a 10 second pause between attempts, and the script fails with a clear error message (including the wget exit status and URL) only after all attempts are exhausted.
How: this applies the exact retry loop introduced for the protoc download in #2426 (which fixed a nightly that failed with wget exit 8) to the analogous
wgetcall ininstall_componentin the rust install script, usingwget -Oso every attempt writes to the same file rather than adding a.1suffix. No versions or checksums change.
