Scope. Author is dependabot[bot]. The diff is lockfile-only: fast-uri 3.1.5 → 3.1.7 (version, tarball URL, integrity). No package.json, source, or workflow changes.
What fast-uri is here. Transitive devDependency via eslint-plugin-obsidianmd → eslint-plugin-json-schema-validator → ajv@8. It is used for JSON Schema $id/$ref URI handling at lint time. It is not a production dependency and does not appear in the plugin bundle (build/main.js).
Changelog. 3.1.6 and 3.1.7 are security patches on the v3 line (host/authority confusion and related serialize() validation). Patch-level, no advertised breaking API change for the ajv use case.
Release impact. Title is build(deps-dev): …. Release policy only cuts a plugin patch for build(deps):, so this will not open a release PR.
Verification.
