The release notes were GitHub's generated PR list, which duplicates the changelog badly; they now come from the version's changelog section, and Dependabot keeps the action versions from going stale. CI also runs on every push and PR now instead of only when a .el file changes, so Eldev, Makefile and workflow changes get tested too. This only affects tags pushed from now on; existing releases are untouched.

The generated notes were GitHub's PR list, which duplicates the
changelog badly and misses anything that wasn't a PR. The release body
is now the version's section of CHANGELOG.md, with the unreleased
section as the fallback for a prerelease and the generated notes only
when both are empty.
checkout v4 still runs on Node 20, which GitHub is phasing out on its
runners. purcell/setup-emacs tracked master, so CI could change under
us at any time; a release tag moves only when bumped, and Dependabot
now proposes those bumps.
It only ran when a .el file changed, so changes to Eldev, the Makefile
or the workflow itself went untested.
