Scope
Promotes the merged Iteration 140 governance rollout from
devtodevelopment(PR #23). This keeps shared PR templates, CODEOWNERS, Ruleset manifests, CI risk classification, and governance documentation available on the optimized integration branch.Branch rationale
The source change correctly landed in
