What changed
Add a credential-free two-job CI lane that packs one npm tarball, uploads it with upload-artifact v7, downloads it by name with download-artifact v8, and verifies uniqueness plus SHA-256.
Why
The release workflow should not be the first runtime exercise of these major action versions.
