Jobs and Repos cards resize inconsistently and empty-state text isn't centered

Issue

Jobs route

Expected output is the content "No jobs yet" etc, should be centered aligned, while the background still remains of the same size

Repos route

In both the below cases (when content is searched and present, and when content is searched and not present), the repos route background area card, should take same amount of area as that in the jobs route

Along with that, when the repo is not present, the text should be center aligned inside the entire card section.
