The OneLoc localization GitHub App creates automated localization pull requests as dotnet-oneloc-localization[bot]. The .NET CLA policy currently treats that App identity as an unsigned contributor, even though the generated commit remains authored by dotnet-bot.

Add the App identity to bypassUsers so automated OneLoc PRs do not require an impossible CLA signature from the GitHub App.

The OneLoc GitHub App creates automated localization PRs, so exempt its bot identity from the .NET Foundation CLA check.
