Labels a pull request non-breaking-change or release-bump-needed from the test / binary-compatibility checks, toggled so the label clears itself when the outcome changes.
Being tried in evolution-gaming/scache#396 first, this one is the rollout. Every project extending the config gets the rules, so the two labels need creating there, README says how.
