Add the snapshot cache of repository-versioned skill management.
Snapshots live under ~/.clime/cache, addressed by canonical repository
and a filesystem-safe version name (unsafe names get a short digest so
distinct versions cannot collide).

EnsureSnapshot fetches and checks out a locked version in a temporary
directory, then commits it to the cache with a rename; a committed
entry is marked by internal .clime-snapshot.json metadata and is never
pulled or edited in place. Multiple versions of one repository
coexist, so moving the manifest back to an older version reconciles
directly from cache, and cached repositories remain usable while
credentials or the network are unavailable.
