An initial page describing how to format a contribution and pull request for jspsych-contrib or -timelines. I left as before a to-do list of lingering things to iron out, via admonition.
the browse.md list isn't yet implemented, so that isn't presently described in this version. There are also open questions about how to write any guides for broader contributions, outside of complete packages.
