Two problems with writing output. Exporting deletes the output directory first, which will eventually destroy someone's work. And it always writes a whole set, when the common case is importing a single question into a set that already exists.
Done when a single question can be exported on its own, complete with its images, writing never removes files it did not create, and images still resolve after import. Every export in the test data should survive a round trip.
