Ports the merged fix from #6737 to the Foundation 2.0-stable feeder branch.
This makes ReleaseInfo, RuntimeInfo, and self-contained detection resilient when Microsoft.WindowsAppRuntime.Insights.Resource.dll is unavailable to component-only self-contained applications. The patch is identical to the merged source change and is required before the paired WinAppSDK monorepo Runtime-package correction can land on release/dev/monobuild-2.0-stable.
