Summary

• release FunASR 1.3.28 with the realtime WebSocket finalization fix from fix: preserve stable realtime transcript on VAD lock #3408
• include the SenseVoice subtitle timestamp and rich-tag alignment fix from fix: align SenseVoice sentence timestamps #3407
• make WebSocket shutdown/error handling independent of lazy websockets.exceptions exposure
• make the realtime test harness deterministic and cover STOP final decode plus isolated error handling
• add synchronized release notes to all four maintained README languages

Verification

• 118 focused regression tests passed with the shard plugin disabled
• the realtime WebSocket test file passed independently: 60/60
• source compileall, diff checks, and Ruff (excluding the pre-existing E402 late import) passed
• wheel and sdist passed Twine checks and byte-for-byte source-content validation
• isolated wheel install reports package, CLI, and server version 1.3.28
• release workflow will attach all 9 llama.cpp runtime assets; wheel and sdist will be uploaded after the signed tag is created
