chore: harden GitHub Actions workflows per audit - #32

- Pin every action to a full commit SHA with a version comment
(GHA029); dependabot keeps updating SHA pins via the comments.
- persist-credentials: false on all checkouts (GHA049).
- Release workflow: drop workflow-wide write permissions to
permissions: {} and grant contents/id-token write on the goreleaser
job only; packages: write was unused and is removed (GHA034).
- timeout-minutes on every job (GHA022).
- Release job now runs in the protected "release" environment, whose
deployment policy only allows v*.*.* tags; the tap-push credentials
(TAP_APP_CLIENT_ID / TAP_APP_PRIVATE_KEY) moved from repo scope into
that environment (GHA026).
